The command has `2>&1`. Why did the messages stay on the screen?

$ find /etc -name '*.conf' 2>&1 > all.txt

find: '/etc/polkit-1/rules.d': Permission denied
find: '/etc/credstore.encrypted': Permission denied
find: '/etc/multipath': Permission denied
find: '/etc/credstore': Permission denied
find: '/etc/cni/net.d': Permission denied

&1 is a file named 1 in the current directory.
2>&1 works together with >>.
2>&1 comes before >: stream 2 went where stream 1 was at that moment — the screen.
The all.txt file does not accept error messages.
