Why does the journal take more than 500K after this cleanup?

$ sudo journalctl --namespace=lab-vacuum --vacuum-size=500K
Vacuuming done, freed 4.0M of archived journals from /var/log/journal/….lab-vacuum.
$ sudo journalctl --namespace=lab-vacuum --disk-usage
Archived and active journals take up 1.0M in the file system.

• A vacuum removes archives, and the 1M active file remained.
• B vacuum did not work.
• C system.journal has to be deleted with rm.
