Programs follow changes to files through inotify: the kernel tells them about every write to a file they watch. Together, the log shipper and the file sync on this machine need 65536 watches per user.
Make a kernel parameter stick
Raise fs.inotify.max_user_watches to 65536: right now, and so that the value survives a reboot of the machine.
