Here you choose the command: one state of the service has to change while the other stays.
cron is about to be replaced with another scheduler. Until the evening it has to keep running without a break, as jobs are still going. After the next reboot cron must not start.
Running, but not at boot
cron must keep running without a break until the evening, and must not start at the next boot. Make it so and check both states.
