The lab-reports service started two processes, and both want the whole CPU. The site's reports run late, while compressing the archive can wait.

Let the reports go first

The lab-reports service started two processes: render-reports builds reports for the site, gzip compresses an archive. Make the compression get the CPU last while it keeps running. Leave the priority of the reports as it is.
